Arizona resident high school grads with a 2.5+ GPA who qualify for a federal Pell Grant and enroll full-time the fall after graduation get in-state tuition and mandatory fees covered, after other aid, for up to eight semesters at ASU, NAU, or the University of Arizona. There's no separate application beyond FAFSA and getting admitted.
