New Jersey residents in the top 15% of their high school class at the end of junior or senior year can get their county college tuition covered for up to five semesters, less any state and federal grants. Your high school reports class rank to HESAA, then you apply to your home county college, file the FAFSA and complete your state grant record. It covers tuition only, up to 18 credits a semester.

What you'll need to apply

  • Your high school reports your class rank to HESAA, and you must be in the top 15.0% at the end of junior or senior year (no rounding)
  • Apply for admission to your home county college and meet its admission requirements
  • Financial information: FAFSA (or the New Jersey Alternative Financial Aid Application) each year, then finish your state grant record in NJFAMS
  • Proof of enrollment or acceptance: Full time (at least 12 credits) in a degree program at your home county college, starting within five semesters of graduating
  • Based on HESAA's fact sheet for 2026 graduates, so check that the rules for 2027 graduates are the same. Open to U.S. citizens, eligible noncitizens and New Jersey Dreamers who lived in the state for 12 months before graduating. Covers tuition only, not fees or books, and funding depends on the state budget

The sponsor's page only listed some of what's needed, so this list may be missing items and the effort score may be higher than the real work. Requirements can change each cycle. Confirm them on the sponsor's page before you apply.
